It adds all that every time to try to shape the answer. Some of that can be just to provide better formatting or precision, but a lot of it is also to steer the model to avoid being "offensive", which is not necessarily something that many users care about, yet it limits what you can ask.

It's basically a way to reveal some of the guardrails on the model.
But not all of them. Some aren't in the meta-prompt, but are at other levels like RLHF and fine-tuning and such.
