This reminded me of a funny movie called Masterminds. Based on true events, it's kind of like what you'd expect if the title were "Dumb and Dumber Rob a Bank" ...
Which would be additive to the 26 nuclear plants they had before they started shutting them down because the Green Party was necessary to form a coalition... Germany would basically be getting close to Ontario by this point, shutting down all its coal.
And I think that if you had a program of building multiple plants (ideally the exact same model), you could make them for a lot less than 15bn each as you go up the learning curve and your construction crews get experience. Maybe 8-10bn each?
