On ARM, I think they have already been investing. Also there is some help they will get if the big 4 start adopting it. Amazon is already on board with Graviton and have been hearing some good reviews of Ampere based ARM products as well.

The problem for ARM is that when 3rd parties create their own design using architectural licenses (like Apple too), ARM doesn't see a lot of those economics. To capture more value, they'd want their own core designs (like the Cortex cores) to be more competitive in the data-center, but that would require a lot more R&D than what they're doing now, afaik.
